Here are the Federal OSHA regulations that are applicable to all states who do not have their own state-run programs:

1926.701(b)  Reinforcing steel. All protruding reinforcing steel, onto and into which employees could fall, shall be guarded to eliminate the hazard of impalement.

5(a) (1) Section 5 Duties – (a) Each employer – (1)  shall furnish to each of his employees employment and a place of employment that are free from recognized hazards that are causing or are likely to cause death or serious physical harm to his employees.
